RESTORATION OF THE PARTICIPATION OF UKRAINE IN THE PROGRAM OF INTERNATIONAL EXCHANGE OF OCEANOGRAPHIC DATA AND THE INFORMATION OF THE UNESCO INTER-OCEANOGRAPHIC COMMISSION

In Ostend (Kingdom of Belgium), on November 17-18, 2016, the delegation of the National Academy of Sciences of Ukraine, at the invitation of the Belgian side, participated in a number of working meetings and negotiations with representatives of the Flemish Maritime Institute and the Project Office of the International Program for the Exchange of Oceanographic Data and Information (hereinafter referred to as the IODE) ) Of the Intergovernmental Oceanographic Commission (hereinafter referred to as the IOC) of UNESCO - with a view to discussing the problems of the creation of a Ukrainian center for oceanographic data in Ukraine in accordance with the Intergovernmental Manual keanohrafichnoyi Commission to establish national oceanographic data centers and restoration of Ukraine's participation in the international exchange of oceanographic data and information.

The structure of the Ukrainian delegation included acting Director of the State Institution "Scientific Hydrophysical Center of the National Academy of Sciences of Ukraine" Doctor of Geographical Sciences, Professor Oleksandr Shhibtsov (Head of Delegation) and acting Georgi Stefanov, Scientific Secretary of the State Institution "Scientific Hydrophysical Center of the National Academy of Sciences of Ukraine". Also, on behalf of the Ambassador of Ukraine to the Kingdom of Belgium, Mykola Tochitsky, the third secretary of the Embassy of Ukraine in the Kingdom of Belgium, Maxim Kuviklin, took part in the negotiations with the delegation.

At the beginning of the working visit, the Ukrainian delegation met with Francisco Hernandez, Director of the Flemish Maritime Institute Jan Mees, and the Project Manager of the Institute's Data Processing Department, Simon Klaus. During the meeting, the delegation of the National Academy of Sciences of Ukraine presented the State Institute "Scientific Hydrophysical Center of the National Academy of Sciences of Ukraine" as a profile organization that would ensure the coordination of the functioning of the National Bank for Oceanographic Data and Ukraine's participation in the IODE Program of the UNESCO IOC.

During the meeting, the parties discussed the list of hardware and computer equipment necessary to ensure the functioning of the National Bank of Oceanographic Data and Information of Ukraine, as well as its parameters, specifications, compatibility and features of connection and work with servers. The delegation of the National Academy of Sciences of Ukraine invited the Belgian side to consider the possibility of charitable transfer of standardized software to Ukraine, used in the system of international exchange of oceanographic data and information.

During the talks, the parties also reached agreement in principle to begin the preparation of a bilateral agreement on cooperation in the exchange of oceanographic data and information between the Flemish Maritime Institute and the State Institution "Scientific Hydrophysical Center of the National Academy of Sciences of Ukraine".

Representatives of the Flemish Institute familiarized the Ukrainian delegation with technical means for studying the marine environment, as well as for collecting, analyzing, processing and storing Oceanographic information of the Institute. In particular, the delegations of the National Academy of Sciences of Ukraine presented servers servicing the national center for oceanographic data in Belgium and the program of the International Oceanographic Data and Information Exchange of UNESCO, as well as the Oostende Marine Station, where laboratories carrying out the initial processing of the marine scientific research results obtained by the scientists of the Flemish Maritime Institute .

According to the results of the meeting, the parties stated timeliness of restoration of the national center of oceanographic data in Ukraine and renewal of Ukraine's participation in the IODE program of the UNESCO IOC. At the same time, the Belgian side assured the delegation of the National Academy of Sciences of Ukraine of readiness to facilitate this process and expressed its desire to provide scientific, technical and methodological support and assistance.

Particular interest of the Ukrainian delegation was evoked by the demonstrated examples of modern marine research equipment and underwater robot technology of the Flemish Maritime Institute, stored at the Oostende Marine Station.

In the course of negotiations, the parties also reached a principle agreement to begin the preparation of a bilateral agreement on cooperation in the exchange of oceanographic data and information between the Flemish Maritime Institute and the State Institution "Scientific Hydrophysical Center of the National Academy of Sciences of Ukraine".

The delegation of the National Academy of Sciences of Ukraine is acquainted with the results of research in the field of marine archeology.

Also in Ostend, the Ukrainian delegation was received by the Chairman of the Project Office and the coordinator of the program for the international exchange of oceanographic data and information of the IOC of UNESCO Peter Pissierssens.

During a working meeting with Mr. Peter Pissiersens, the delegation of the National Academy of Sciences of Ukraine invited representatives of the UNESCO IOC IOC Project Office to initiate and facilitate the provision of technical assistance to Ukraine in the formation of a national center for oceanographic data, taking into account the provisions of articles 225, 226 of the 1982 United Nations Convention on the Law of the Sea.

Mr. P. Pissierssens responded positively to the intentions of the National Academy of Sciences of Ukraine to renew Ukraine's participation in the IODE IOC UNESCO program. He suggested to the Ukrainian side a list of top-level organizational steps that need to be taken to address this issue. In particular, the parties agreed on the intention to form a group of graduates of higher educational institutions and prospective young specialists in the field of information technologies and oceanography in Ukraine for further training at the courses of the UNESCO IOC IOC Program Office and internships at national centers for oceanographic data from other countries.

The delegation of NAN Ukraine also informed IOC IODE program coordinator Peter Pissierssensa UNESCO plans of 22-23 November 2016 the Ministry of Education and Science of Ukraine and the National Academy of Sciences of Ukraine Scientific Conference "Marine research and technology in Ukraine: Status and Prospects" at the Odessa National University named after II Mechnikov In turn, Mr. Peter Pissierssens prepared and delivered a written greetings on behalf of the IODE Project Office programs IOC of UNESCO to participants of the Conference.

Summing up the results of the talks, the coordinator of the IODE Program of the IOC, UNESCO P. Pissierssens, assumed Ukraine's support in light of the current geopolitical situation. He also expressed his willingness to assist in finding a Belgian fishing exploration vessel for possible transfer to the National Academy of Sciences of Ukraine with a view to further upgrading and re-equipment for oceanographic research.

After the meeting, the Ambassador of Ukraine to the Kingdom of Belgium, at which the results of the visit of the Ukrainian delegation to the Flemish Maritime Institute and the Project Office of the IODE IOC Program of UNESCO were discussed, with the active support and assistance of the Embassy of Ukraine in the Kingdom of Belgium.

In Brussels, the delegation of the National Academy of Sciences of Ukraine had the honor to be invited to a meeting with the Ambassador of Ukraine to the Kingdom of Belgium and the Representative of Ukraine to the European Union Mr Mykola Tochitsky.

At the meeting, the Ambassador highly appreciated the work of the delegation of the National Academy of Sciences of Ukraine and assured the readiness of the Embassy of the Kingdom of Belgium and the Delegation of Ukraine to the European Union to contribute in every way to restoring Ukraine's participation in the program of the International Oceanographic Data and Information Exchange of UNESCO.
