On strengthening the scientific and technical potential and coordination of marine research in Ukraine

On December 28, 2015, a joint meeting of the College of the Ministry of Education and Science of Ukraine and the Presidium of the National Academy of Sciences of Ukraine was held at the National Academy of Sciences of Ukraine.

The meeting was attended directly by the Chairman of the Committee of the Verkhovna Rada of Ukraine on Science and Education LM Grinevich, President of the National Academy of Sciences of Ukraine, Academician of the National Academy of Sciences of Ukraine B. E. Paton, Minister of Education and Science of Ukraine SM Flower.

In his opening speech, LM Chairman of the Verkhovna Rada Committee on Science and Education Grinevich said that on the eve of the Ukrainian President met with scholars, educators and parliamentarians who are concerned with the development and support of science in Ukraine. During the meeting, the Head of State informed about his decision to sign the Law of Ukraine "On Scientific and Scientific and Technical Activity", which was adopted by the Verkhovna Rada of Ukraine. The president called for the adoption of this Law, according to a democratic, transparent procedure involving the Ministry of Education and Science, NAU, universities, parliamentary corps, civil society as an example of consolidation and achievement of a common goal.

A joint meeting of the College of the Ministry of Education and Science of Ukraine and the Presidium of the National Academy of Sciences of Ukraine addressed a number of issues, including the strengthening of scientific and technical capacity and coordination of marine research in Ukraine.

Having heard and discussed the reports of the Vice President of the National Academy of Sciences of Ukraine, Academician of NAS of Ukraine AG Naumovets and Deputy Minister of Education and Science of Ukraine M.V. Difficulties with the question "On strengthening the scientific and technical potential and coordination of marine research in Ukraine", as well as the statement by the Chairman of the Interdepartmental Coordination Council under the Presidium of the National Academy of Sciences of Ukraine on marine research and improvement of the system of training, retraining and professional development of scientific personnel in the field of marine sciences, Academician of the National Academy of Sciences V.M. Yeremeevsky Board of the Ministry of Education and Science of Ukraine and the Presidium of the National Academy of Sciences of Ukraine noted that today in Ukraine it is necessary to improve the organization and resource provision of the development of scientific and technical potential in the field of maritime activity, to improve the system of training and retraining of specialists for the maritime industry, to increase the level of functioning of scientific- pilot fleet.

It was especially noted that the loss, due to the annexation by the Russian Federation of the Autonomous Republic of Crimea, the latest research vessel of the unlimited swimming zone "Professor Vodyanitsky", the national bank of oceanographic data, as well as a significant part of the infrastructure providing integrated marine research in Ukraine, requires urgent compensatory decisions and actions, including in terms of improving coordination of oceanographic research carried out by the scientific institutions of the National Academy AUC Ukraine, universities and research institutions of the Ministry of Education and Science of Ukraine.

To this end, the Resolution of the Presidium of the NAS of Ukraine dated September 23, 2015, No. 211, established the Interdepartmental Coordination Council under the Presidium of the National Academy of Sciences of Ukraine for marine research and improvement of the system of training, retraining and advanced training of scientific personnel in the field of marine sciences. However, the activities of the said council require the involvement of a wider range of specialists of institutions and organizations subordinated to various ministries and departments, in the first place the Ministry of Education and Science of Ukraine, and its proposals should serve as the basis not only for the decisions of the National Academy of Sciences of Ukraine in terms of the formation of research topics, but also more effectively to be used in the development, formation, implementation of state policy in the scientific, scientific and technical sphere and state maritime policy.

According to the Marine Doctrine of Ukraine till 2035, approved by the Cabinet of Ministers of Ukraine dated 7 October 2009 r. Number 1307, the main areas which should be developing policy documents related to the State Maritime Policy include the development of education, science and technology in maritime industry, as well as fundamental and applied research of the Azov and Black seas and the Kerch Strait other areas of the oceans with the interests of Ukraine. This critical factors realization of national interests of Ukraine in the sphere of maritime activities considered, including conservation, use and development of scientific and technological capabilities, improved training and retraining for the maritime industry, improve the functioning of research fleet.

In accordance with article 275 of the 1982 United Nations Convention on the Law of the Sea, States should, directly or through competent international organizations, facilitate the establishment of national marine scientific and technological research centers in order to stimulate and improve marine scientific research as well as to expand the national capacities of countries to use and preserve their marine resources.

Therefore, at the national level, there is an urgent need to improve the administration of organization processes and resource provision in the field of marine sciences and technologies, as well as the construction, maintenance, use of research vessels and other marine technical means.

Concluding the discussion on strengthening the scientific and technical potential and coordination of marine research in Ukraine, the Collegium of the Ministry of Education and Science of Ukraine and the Presidium of the National Academy of Sciences of Ukraine decided:

  • consider it appropriate to reorganize the Interdepartmental Coordination Council under the Presidium of the National Academy of Sciences of Ukraine for marine research and improvement of the system of training, retraining and advanced training of scientific personnel in the field of marine sciences established by the decision of the Presidium of the NAS of Ukraine dated September 23, 2015, No. 211, to the Interdepartmental Coordination Council on issues marine studies of the Ministry of Education and Science of Ukraine and the National Academy of Sciences of Ukraine;
  • approve the draft Provision on the Interdepartmental Coordinating Council for Maritime Research of the Ministry of Education and Science of Ukraine and the National Science of Ukraine and proposals on the composition of the Council;
  • In order to develop the scientific and technical potential of Ukraine in the field of maritime activity, to improve the system of training and retraining of specialists for the maritime industry and to increase the level of functioning of the research fleet, it is considered appropriate to initiate the development of the State Target Scientific and Technical Program for the Conservation and Development of Sea Potential of Ukraine;
  • prepare a submission to the Cabinet of Ministers of Ukraine on the drafting of the Concept of a State Target Scientific and Technical Program for the Conservation and Development of Sea Potential of Ukraine.
