During the seminar

On October 19, 2017, the Scientific-Practical Seminar "International cooperation in the field of marine scientific research is an important factor for the implementation of the Black Sea regional projects of the Intergovernmental Oceanographic Commission of UNESCO and the European Union" at the Great Conference Hall of the National Academy of Sciences of Ukraine.

The workshop was conducted in accordance with the work plan for the current year of the Interdepartmental Coordinating Council for Marine Research of the Ministry of Education and Science of Ukraine and the National Academy of Sciences of Ukraine. The immediate organizer of the event was the Scientific Hydrophysical Center of the National Academy of Sciences of Ukraine with the assistance of the Earth Sciences Division of the National Academy of Sciences of Ukraine, Institute of Marine Biology of the National Academy of Sciences of Ukraine, Odessa National University named after II Mechnikov and the Kyiv charitable organization "Marine Charity Fund".

The workshop was held with the aim of discussing the prospects for joint research, the study of the Black Sea and other parts of the World Ocean in the interests of:

  • acquainting colleagues with the main results of the marine scientific researches of the Black Sea;
  • joining efforts to establish permanent scientific contacts;
  • the mobilization of knowledge and human resources to support the implementation of the initiatives of the Intergovernmental Oceanographic Commission of UNESCO (IOC);
  • Identifying new opportunities for participation in strengthening the IOC cooperation for the development of the potential of marine science;
  • Provision of co-ordination at the regional, national and individual levels within the framework of the relevant IOC programs;
  • assistance in the preparation of joint grant applications.

Participation in the seminar was attended by representatives and leading scientists of the institutions and organizations of the National Academy of Sciences of Ukraine, the Ministry of Education and Science of Ukraine, the Ministry of Ecology and Natural Resources of Ukraine, a number of foreign guests and other persons involved in marine scientific and maritime activities.

The workshop addressed the following issues:

  • complex oceanographic researches of the Black Sea (state and prospects of the use of modern marine technologies);
  • the possibility of applying certain provisions of the "IOC Criteria and Guidelines for the Transfer of Marine Technology" to ensure the exchange of modern marine technologies used in conducting Black Sea scientific research (the term "marine technology" should be understood as a set of tools, equipment, research vessels, processes and the methodologies necessary for the development and use of knowledge in order to improve the study and understanding of nature, as well as the resources of the marine environment).

During the plenary discussions of the seminar, scientists exchanged scientific information on topical research priorities in the field of marine geophysics, marine meteorology and regional oceanography, marine geology and marine ecology.

During the seminar, the scientists particularly noted the constructive principle of scientific activity in the field of oceanography - the systematic conduct of expeditionary research using scientific research ships as an integral part of fundamental and applied scientific studies of the marine environment.

At the same time, it was stressed that Ukrainian scientists are in urgent need of a research vessel for conducting full-scale marine scientific research.

In addition, a Memorandum of Understanding was signed between the Institute of Oceanology of the Bulgarian Academy of Sciences and the Scientific Hydrophysical Center of the National Academy of Sciences of Ukraine within the framework of the workshop. Head of the Department of Ocean Technologies at the Institute of Oceanology of the Bulgarian Academy of Sciences, Dr. V. Marinov and academician V. M. Yeremeev and the Director of the Scientific Hydrophysical Center of the National Academy of Sciences of Ukraine Doctor of Geographical Sciences, Professor O. A. Shhiptsov held consultations on the prospects of joint Bulgarian-Ukrainian marine expeditionary researches in the Black Sea using the scientific vessel "Academician" (flag of Bulgaria) in June-July 2018 .

Within the framework of the event, the seminar head was Doctor of Geographical Sciences, Professor O. A. Shhiptsov and Director of the Department of Scientific and Technical Development of the Ministry of Education and Science of Ukraine, candidate of economic sciences D.V. Chebercus together with Panov F.S. where Brujierom and S. Rigollet, as well as representatives of the Ukrainian Marine Charitable Foundation, discussed the prospects:

  • cooperation between French and Ukrainian oceanologists in the joint organization, financing and conduct of marine expeditionary research, including in the waters of the Antarctic and Atlantic;
  • Satisfaction of the request of the Ukrainian organization "Marine Charity Fund" regarding the possible charitable transfer to the National Academy of Sciences of Ukraine of one of the French oceanographic vessels (this request was set out in the appeal by the Marine Charity Fund to the French Embassy in Ukraine in March 2017).

In the final part of the event, the participants unanimously emphasized that, in accordance with the resolution of the United Nations General Assembly of December 23, 2016, "Oceans and the Law of the Sea":

  • the promotion of voluntary technology transfer is an important aspect of capacity building in the field of marine science;
  • International cooperation in the field of ocean science plays an essential role for increasing the amount of scientific knowledge, developing research potential and expanding the transfer of marine technology.
